The online registration will occur in two rounds. The first round for students seeking to enroll in the fall semester. The second round opens for students applying for the spring semester.

- To be eligible for the 2020/21 undergraduate scholarships, a student must:
- Be a Qatari national
- Have a good conduct and reputation
- Be medically fit
- Have a high school certificate, or equivalent, with a minimum pass mark of 75%
- Be 23 years old or younger at the time of applying the for scholarship
- Have completed the secondary school certificate, or equivalent, within no more than (3) years from the date of submission
- Not be an employee of any public or private entity
- Provide statement from the National Service Academy (for males)
- Receive unconditional acceptance letter from any of the accredited universities or educational institutions and in a one of the available majors
- Have not previously joined a scholarship at the expense of any other entity
- Not receive dual support
- Pass the relevant interview (for certain majors)
To be eligible for the 2020/21 local undergraduate scholarships, a student must:
- Have a high school certificate, or equivalent, with a minimum pass mark of 80%
- Have completed all educational stages in Qatari schools
- Not be more than 20 years old at the time of application, on condition of a guarantor
- Have completed the secondary school certificate, or equivalent, within no more than (2) years from the date of submission
- Not be an employee of any public or private entity
- Receive unconditional acceptance letter from any local educational institution
- Pass an interview with the concerned MOEHE committee (applicants for Qatar University's College of Education)
- Scholarships are awarded based on competition amongst shortlisted applicants.
- Students must continue to work for their relevant employers as per the existing contract.
To be eligible for the 2020/21 Amiri scholarship program, a student must:
- Receive unconditional acceptance letter from any of the universities accredited for the Amiri scholarship program at the time of application
- Receive an acceptance letter for any study major for the Bachelor's, MA or PhD degrees from any of the universities accredited for the Amiri scholarship program
- Submit a proof of the national service postponement in case of receiving unconditional acceptance letter.
- Upon graduation, the applicants must serve the state of Qatar for a period equal to the scholarship duration.
- The selected study major must be approved by the scholarship committee
- Acceptance shall be restricted to the Bachelor's degree applications
- Students must receive acceptance letter from any accredited university
- Students should be allowed to join the summer or exchange semesters frequently throughout the study duration
- Students must attend foundational program for a maximum of (1) year (only for College of North Atlantic and Qatar Aeronautical College)
- Students must pass the relevant interview for Qatar Aeronautical College applicants
- Scholars shall receive a diploma in one of the available majors as per the scholarship plans
- Applicants must receive unconditional acceptance upon successfully completing the foundational year of Qatar Aeronautical College or College of the North Atlantic
- Undergraduate scholarships are not awarded for supplementary, online or remote study. The intensive and partial study programs are not supported, as well.
- The candidate' study major must be part of the majors listed in the scholarship plan
- The student must have completed a minimum of one specialized academic year in the British system, or one specialized year (at least 60 hours acquired) in the American system, in one of the accredited universities and majors approved for the scholarship plan. The number of credit hours acquired must not exceed 12 hours. Alternatively, the student must have achieved a GPA of 2.5 or 'Very Good'.
- The student must proof that the remaining period to obtain the bachelor’s degree from one of the accredited universities is a minimum of one academic year.
- The change of study major, scholarship country or university should not result in increasing the duration of study.
- The student must have not previously joined a scholarship at the expense of another entity. This does not include students who reckon what they spent in the previous program as part of the new scholarship program.
- In all cases, the combining of bachelor's does not apply to the top-up, sandwich year, online or remote study. Intensive and partial study programs are not supported, as well.
- Be a Qatari national
- Be an employee of one of the entities determined by the Ministry of Administrative Development, Labor and Social Affairs (ADLSA)
- Be nominated by the employer
- Be nominated for a study major that is relevant to his/her job duties
- Obtain acceptance letter from the ADLSA

- Have the previous certificate/s attested from the local concerned entities.
- Achieve a minimum rating of 'Good' in the performance appraisal
- Be a Qatari national
- Have completed the secondary school certificate, or equivalent, within no more than (3) years from the date of submission
- Be medically fit as certified by one of the locally accredited medical authorities
- Be a Qatari national
- Have completed the Bachelor Bachelor's degree (for MA applicants) or the MA degree (for PhD applicants. In both cases, certificates must be attested by the local concerned entity
- Receive unconditional acceptance letter from any of the universities accredited for the Amiri scholarship program at the time of application

Registration for the girl's technical school will start on 16 August and run through September 3rd, 2020.
Registration can be make online. Later on, students can submit hard copies of the required documents when they start to attend school in person.

- Complete grade 9 successfully.
- Pass the assessment test.
- Pass the relevant interview.
The admission percentage for students born in Qatar is (20%). The Ministry's registration and admission policy shall apply.
Admission will be governed by the Ministry's current registration and admission policy.
Female students will be accepted based on the geographical scope of Doha. Parents who wish to transfer their girls from beyond Doha must undertake to secure transportation for them. The school will provide sufficient number of school buses, which will cover the geographical scope of Doha only.
The school will accept 90 students in grade 10.
The academic subjects are: Islamic, Arabic, Mathematics, English, Chemistry, Physics, Biology, Science, Social Science and Physical Education.
The technical subjects will be taught based on the students' discipline of choice. During the first academic year, the school will offer 3 technical disciplines to grade 10 students, including:
- Laboratory Technician
- Electronics and Communications
- Information Technology (IT)
Successful students will be awarded the high school certificate in addition to Australia's International TAFE Certificate II for Medical Laboratories and Electronics and Communications. IT students are awarded high school certificate in addition to Microsoft Network Engineering Certificate.
Studies have shown that technical (vocational) education enhances the technical skills, knowledge and productivity of young adults and, thereby, their opportunities of appropriate employment. It is rather a key element in achieving sustainable development, which, in turn, will contribute to the fulfilment of Qatar National Vision 2030. Based on this, the Ministry has decided to open the technical secondary school for girls.
This new school, named 'Technical Secondary School for Girls', will boost the labor market with highly qualified academically and technically qualified female cadres that meet the required needs.
The school provides three technical disciplines, as follows:
- Information Technology (IT)
Upon graduation, students majoring in IT can pursue their career in the in the Information and communications technology (ICT). - Medical Laboratories
Students completing this discipline will be able to pursue their career as laboratory technicians in various sectors, including energy, industry, environment, health, civil and military sectors. Moreover, they can continue their graduate studies in chemical engineering. - Electronics and Communications
Electronics and Communications students can continue their graduate studies in electronics, electricity and communications engineering either inside or outside Qatar. Additionally, they can pursue their careers in the communications filed in factories, companies or relevant sectors.

The awarded certificates make students eligible to join universities and higher education colleges both locally and internationally. Also, they can move to the labor market directly or join technical colleges and universities.

The technical school for girls will follow the same morning education system used in Qatar Secondary Technical School for Boys. Academic and technical subjects, as well as technical training, will be featured as part of the curriculum.
Registration for the Technical Secondary School is available for female students who are Qatari nationals, children of Qatari mothers or Qatar born. This will be governed by the Ministry's relevant admission policy. Study in the school starts form grade 10 onwards.
Qatar Technical Secondary School for Girls, Zone 52 (Al Laqta), Street 812, Building 12.
The Ministry has adopted the 'Blended Learning' approach for the first semester of the 2020/21 academic year. This will apply to all stages of education across the public and private schools and preschools, as well as the higher education institutions.
The blended learning is an approach that combines distance learning and classroom-based lessons. According to this approach, students will attend to school premises one to three times per week. The daily attendance rate must not exceed 30% of the school capacity. Distance learning will be implemented on the days when students do not attend to school.
Students, however, will take the mid-semester and end-of-semester exams at school premises. Schools will plan the exam schedules to ensure that physical distancing is maintained.
Schools will break students into groups of up to 15 students in each classroom. Desks will also be arranged to keep a safe distance of 1.5 meters between students in the classroom.
Schools will also organize the entry and exit of students to school grounds in order to maintain physical distancing and avoid overcrowding. Morning assembly and group activities, including trips, camps, celebrations and the like, will be suspended and replaced with virtual events, where possible.
During the first three school days (1-3 September), schools will introduce students to the precautionary measures that must be observed while on school campus. Preparatory and high school students will be asked to wear (cloth) face masks.
All schools will arrange to comply with the instructions issued by the Ministry's Health and Safety Department. Relevant leaflets and brochures will be distributed to students and parents.
Additionally, schools will provide students with the rotational attendance schedules for the first semester. The schedules will clearly identify distance learning days as well as the days when students will have to attend to schools. Full information will be provided to students on how to use the remote learning system effectively.
Since the total number of students in the specialized, technical, special needs and remote schools amounts to 30% of the school capacity, students will attend in full capacity (100%) on a daily basis.
Students who suffer chronic diseases, as supported by an approved medical report, are exempted from attending classes in school. The same applies to students whose parents suffer chronic conditions to avoid any possible transmission of infection. An approved medical report and national address certificate for the patient should be submitted to the school. The exempted students will need to attend their lessons remotely and come to school personally to take the exams.
University students will return to campus on a gradual basis. A maximum of 30% of students will attend to campus from September to November, with the blended learning being deployed. Exam attendance will be considered in the assessment scores, as needed.
The lessons in the
evening centers begin with the first semester during the month of September of
each academic year and end with the start of the first semester tests. These services resume with the beginning of
the second semester and end before the start of the second semester exams
Working hours start
for the evening centers from 4:30 pm until 8:00 pm.
Yes, transportation
is available at the beginning and end of working hours at evening centers for
female students only.
There are several opportunities for adult students. The acceleration program provides Qatari students, Qatari children, and children of citizens of the GCC who are successful in the first round of tests to enter the second round of tests in the same year to move to a higher class. The success rate in the first round of tests must be at least 80% according to the policy of students' evaluation of grades two to nine.
Adult education students (Home-schooling system) are registered in all public schools, with the exception of model shcools, and according to the capacity and without regard to the geographic location of the schools. Students can take advantage of early registration for adult education (Home-Schooling System) electronically. Qatari students and children of registered GCC countries (Home-Schooling-System) will be given free textbooks from the school.
A pathway called "Parallel Path" for secondary education for adults helps older students who are unable to complete their studies at the secondary stage with the same study programs included in general education through their own study programs. And finally, all additional educational support services, arrangements, and facilities for adult education students with special needs are provided in coordination with the Department of Special Education and Gifted Care.
- To be eligible for the parallel educational track, a student must:
- Be a Qatari national
- Be 25 years old or above
- Have successfully completed the year preceding the class she/he wishes to enroll in.
- Students in grades 10, 11 and 12 of the parallel educational track study reduced curriculum against a set of standards that ensure that a basic level of knowledge and skills is acquired in all subjects.
- In grade 11 and grade 12, only one educational track is used (tracks included in general public education does not apply).

Students who successfully complete the adult education grade 12 are awarded "Grade 12 Completion Certificate." This is equivalent to the high school diploma in terms of the entitlement to employment and job promotions only. However, it does not qualify students to proceed with the university education either locally or abroad.
- Students can move from the parallel track to general educational program in grade 10 only, regardless of the parallel track classes they are enrolled in.
- Students can move from the general educational program to the parallel track within the same corresponding grade.
- Students who successfully pass the parallel track are not allowed to move to a corresponding general educational class. Instead, they can enroll themselves in the next class that there are supposed to move to.
- Parallel track students who successfully complete grade 12 with a pass mark of 80% or above are entitled to proceed with undergraduate studies on condition of sitting for the general secondary exams (General Education System) subject to the relevant conditions and controls.
- This can be done in the next the academic year. If students pass the exams successfully in any of the relevant tracks, they shall be awarded the high school diploma.

Scoring the pass mark as a minimum in each subject
• Second round:
Only students who fail a maximum of 4 subjects are allowed to sit for the second-round exams.

- For re-registration of Qatari and GCC students who missed last year exams without an excuse: QAR 1,000.
- For registration of new non-Qatari and non-GCC students who were enrolled in the previous academic year and attended all exams: QAR 1,000 (Fees are payable annually upon each registration).
- For re-registration of non-Qatari and non-GCC students who missed last year exams without an excuse: QAR 2,000.
- All nationalities are allowed to enroll in schools as per the conditions for registration in the adult education.
- All nationalities that are not subject to the conditions of compulsory education (those over 18 years old or who completed the preparatory school, whichever is earlier).

Only the following educational tracks have been approved for homeschooling students in all secondary schools.
- Literary Track:
This includes: Islamic, Arabic, English, General Science, General Mathematics, Geography, History, elective subject (computer and IT). - Scientific Track:
This includes: Islamic, Arabic, English, Mathematics, Physics, Chemistry, Biology, elective subject (computer and IT).
All secondary schools are required to abide by the above tracks. Students who pass Grade 11 and those who fail Grade 12 will be transferred to the same previous tracks. - Grade average improvement:
Registration for Grade 12 is restricted to:
Qatari students, children of GCC nationals and children of Qatari mothers. This applies to students who pass under the public secondary school system or Ministry's previous curriculum and wish to improve their grade average (without regard to the high school completion year). This shall be governed by applicable curriculum standards.
- Each school will request textbooks for its registered home schooling students from the Ministry's Shared Services Department, along with the daytime student lists before the start of the new academic year. The requested number of textbooks shall match the number of students registered for the 2019/20 academic year.
- Schools will give textbooks to the registered (home schooling) Qatari students and children of the GCC citizens free of charge. Non-Qatari students, will receive the textbooks as per the price list issued by the Financial and Administrative Affairs Department.
Students with special needs or with disabilities enjoy several benefits to enrich their learning experience. The Ministry provides:
- An assessment team and assessment tools that identify the needs of students with disabilities in schools
- Specialized schools equipped with the latest means to provide a qualitative education for students with intellectual disabilities, down syndrome and autism disorder.
- Integrated Schools for Boys/Girls (all grades) are available for students with special needs in different geographical location and equipped with resource rooms.
- Specialized educators in all domains of special education as well as support services for them (teachers, speech specialists, physiotherapists, occupational therapy, special education, psychologists, sign language)
- Individual educational programs based on the needs of each student with disabilities.
- Alternative tests that take into account the needs of students with disabilities, both mental and autistic disorder
- Private transportation to and from school based on students’ needs
- Various high quality technological devices and teaching aids
- Support and advice to parents about the best educational programs suitable for their child with special needs
- Community support, advice and partnership on the part of people with special needs.
Students with speech problems without another associated disability, such as autism, intellectual disability, cochlear implant
Students with hearing impairment from simple to average degrees. Simple is defined as from 26db to 40db, and moderate degree is from 41db to 55db.
Students with ADHD
Other cases include:
- Students who have physical disabilities only (not associated with other mental disabilities)
- Deaf students with a hearing loss score greater than 90 db.
- Students that have above average hearing impairment or have severe hearing impairment; they are enrolled in the audio education complex directly.
- Blind students or those with severe visual impairment. Students with blind disorders are enrolled directly at the Al Noor Institute for the Blind.
The categories of persons with special needs that register through the Roa'a Center are:
- Cerebral edema: Hydrocephaly
- Cerebral Palsy
- Mental Retardation:
- Mild mental disability based on the IQ scale according to the Stanford Binet scale fourth image that determines the degree of disability between 55 - 70.
- Medium mental disability based on the IQ scale according to the Stanford Binet scale fourth image, that determines the degree of disability between 40 - 55.
- The borderline interstitial that is called slow learning. The intelligence scale ranges is from 84 - 71 on the Stanford Binet scale, fourth image. Some psychologists diagnose the student under this category as low mental abilities or decreased mental abilities.
- Autism or Autism spectrum, sometimes called ADD, including Asperger and RETT.
- Cognitive impairment syndromes such as Down Syndrome, Landau Kleffner, Braderwell Fis cochlear implant)
The process of accepting and registering a new student in public schools is carried out according to the recommendations mentioned in the student's health file issued from the primary care centers. The recommendation is to either direct the parent/guardian to register his or her child directly through the school, or transfer the student to Roua Centre for Assessment, Support and Counseling.
A student with
disability must be subjected to comprehensive assessment at Roua Centre for
Assessment, Support and Couneling in order to identify his needs and determine the appropriate educational program (integration schools, support schools or specialized schools such as Al-Hidaya).
If the students capabilities and needs are appropriate for the Ministry's schools, he/she will be placed in the matching school through the department of Special Education and Gifted Care, in coordination with the School Affairs Department.
Each school establishes a special committee for identifying gifted students. The committee will set a process to identify the gifted students in the school through a set of indicators and tools.
The screening process is used to identify students to participate in special programs and services that are compatible with the standards set by the Ministry's Department of Special Education and Gifted Care.
The school regularly reviews the effectiveness of the gifted detection process, including review of:
- Early evidence documents on advanced educational behavior.
- The procedures and stages of the process of discovering the gifted and the processes that have been completed (identification, classification, housing, and appeals that are clearly stated in writing), and are announced and implemented on a system-wide basis.
- Professional develoment of school staff in the characteristics and needs of gifted students, and their teaching strategies.
Bachelor's Degrees issued by below mentioned universities won't be recognized by the equivalency committee:
- Open University
- University Without Walls
- University without Campus
- Distance Learning
No, based on the
cabinet decision, all bachelor’s degree earned by distance learning will not be
recognized.
The registration for
the academic year starts from the beginning of March of each year until
mid-October of the same year, and any registration after the mentioned period
will require the approval of the Private Schools Licensing Department.
Students coming from
abroad will be approved to register only after the parent reviews the list of
schools with available seats. Once the parent submits the application, the
school will examine the application form and supporting documents, and submit it
electronically for approval.
Each educational
system has its own set of requirements in relation to admission
and registration. Hence, the Ministry developed a guide about the various
international education systems to be used by schools to determine students’
academic levels and present them to parents.
In exceptional cases,
the approval of the Ministry of Education and Higher Education can be obtained,
after the approval of the school and the parent registering the student in a
lower class in the same curriculum provided that the student’s age is appropriate
and in line with the student’s interest. The parent must sign a letter that
he/she is aware of the educational systems equivalency table and the different
curricula when a student moves from one curriculum to another.
The admission process for secondary school students may be affected by the school curriculum and the general examination system used in the school. For example, a student who must be admitted from an age point of view at the thirteenth level may be placed at the twelfth level if he registered for the A level exam and did not study the first year program of this level because the A program has a two-year course. Therefore, students and parents, especially Qataris, must collect sufficient information and data about the system to which the student will be transferred,
and ensure that the subjects the student will study qualify him to obtain a
high school completion certificate from the Certificates Equivalency Section.
The school cannot
register any student except through the student registration system in the
Ministry or the student database. The Ministry of Education and Higher
Education will follow up to ensure schools adhere to these guidelines and
instructions. Schools that do not adhere to these instructions may face
penalties as a result.
- Valid identity card or the original passport with which the applicant is registered (and a copy)

- Vaccination certificates in accordance with the national vaccination program in Qatar

- A certificate of success at the end of the academic year showing the student's grades (the original final report). The parent is obliged to submit it to the school after the end of the exams for students coming from schools in the country and for Qatari students coming from schools outside Qatar, they must attest the certificate by the certificate equivalency department.
- As for students of other nationalities coming from schools outside Qatar, the certificate must be certified by the Qatari Ministry of Foreign Affairs.
- A copy of the parent's ID card.
No, it is not
permissible to register any student without a personal identification number
from the Ministry of Interior in Qatar. Therefore, we would like to make it
clear to schools and parents that it is not permissible to register any student
who entered the country with a visit visa less than a year.
No need to attest school certificates by the Certificates Equivalency Department for students coming from abroad. However, the student's certificates and supporting documents issued by the previous school are referred to in order for the receiving school to assess the student's level. In addition, schools can use the educational systems comparison table to determine the appropriate class for the student. As for Qatari students coming from schools outside the State of Qatar, their diploma must be attested by the certificates equivalency department.
Students of other nationalities coming from schools outside the State of Qatar, will not be obligated to certify their certificates from the Certificate Equivalency Department, but their certificates must be notarized by the Ministry of Foreign Affairs. The
school must refer to the student’s certificates and documents issued by the
previous school. In addition to the school’s assessment of the student’s level
by referring to the educational systems equivalency table to determine the
appropriate class for the student.
Yes, the public
school has to make sure that the previous certificates from the private school
were subject to validation and equivalence according to the system in force in
the Ministry of Education and Higher Education in order to place the student in
the appropriate class level according to the recommendations of the Certificate
Equivalency Department.
Parents can transfer
their children between private schools without the need to obtain permission
from the Ministry of Education and Higher Education. However, there must be vacancies at the
appropriate academic level or the appropriate age at the receiving school. The
Ministry’s database doesn’t allow a student to register in more than one
school, hence the parent must submit a written approval from the new school to
Ministry to update the student’s record in the database and finalize the
process.
Schools are required
to adhere to the specified capacity of that school and not register any student
over the specified number without obtaining approval from the Private School
Licensing Department. The student
database system will not accept the registration of any students above the permitted
number.
Schools should
provide parents with information about the school's curriculum and its student
assessment policy and systems. It should also provide them with information
related to the school’s certificates provided internationally or locally. And
the school that receives the transferring student must make sure that the
parent/guardian is fully aware of the implications of the transfer on the
academic achievement of the concerned student.

assigning students at the classroom levels, the applied curricula, theand the
method for distributing the academic year schedule and the examination system.

the allocated amount for the semester.
The student is not entitled to obtain another voucher for the same
semester if he withdraws from the school in which he is registered or expelled
and joins any other vouchers school.
Yes, the student is
entitled to the value of the voucher if he enrolls in school after the start of the second semester.
Parents have the
right to reclaim the value of the educational voucher due if he paid the
tuition fees to the concerned school.
The educational
voucher covers the value of tuition fees and the value of books and
transportation used by the student.
Seats booking is the
school’s right and can be deducted from the first invoice. The school must
return the seat booking amount to the parent if the school fees are less, but
if it is higher than 28,000 QAR, the parent is given the option to keep the
seat reservation value in the school’s account (settlement) and not ask the
school to book the seat at the end of the school year.
