The Ministry of Education and Higher Education oversees higher education in Qatar and is mandated to review applications and issue licenses for private higher education institutions. The Ministry seeks to achieve its mission through collaboration with such institutions in order to realize the Ministry' s objectives in providing a high-quality learning environment for all members of society within academic standards to facilitate the establishment of higher educational institutions.
To establish a higher education institution in Qatar, the Ministry has issued a procedure manual and a standards manual for licensing higher education institutions and programs with the aim to simplify procedures and resolve issues that might be encountered, provide advice, guidance and continuous support during the initial stages of establishment, and all the way through the establishment of a higher education institution.
Such procedure manuals encourage investment and expand the establishment of private higher education institutions, thus contributing to the diversification of available higher education choices in the country, increasing the enrollment rate in higher education to cater for all segments of society, in addition to expanding the scope of public-private partnership.
